If you need to configure the Bluetooth device, a Sparkfun or Freetronics USB-Serial or Free device can be used to configure the device via a desktop serial terminal. The target for the app is Win 10 desktop, Win 10 phone and Raspberry PI2 (running Win 10 IoT).
